ISO/TS 16949:2002

ISO/TS 16949:2002 is an ISO Technical Specification, which aligns existing American (QS9000), German (VDA6.1), French (EAQF) and Italian (AVSQ) automotive quality systems standards within the global automotive industry, with aim of eliminating the need for multiple certifications to satisfy multiple customer requirements. This standard specifies the quality system requirements for the design/development, production, installation and servicing of automotive related products. ISO/TS 16949:2002 was developed by The International Task Force (IATF), in conjunction with the international Organization for Standards (ISO). IATF includes Ford, General Motors, DaimlerChrysler, Fiat, Renault, Peugeot, BMW and Volkswagen.

Key requirements of ISO/TS 16949:2002 are focuses on an organization’s ability to achieve its stated goals and objectives, and to achieve customer satisfaction by delivering conforming parts on time to customer specification at acceptable cost. ISO/TS 16949:2002 focuses on the effective linkages between the company’s business plan, quality policy, quality objectives, planning on how objectives can be achieved, and deploying objectives throughout the organization.

The main sections of ISO/TS16949:2002 are:
-Quality Management System
This section defines the requirements for the establishing, documentation, implementation, maintenance and continuous improvement of the effectiveness of the management System.
-Management Responsibility
This section defines the top management responsibility in developing and maintaining an effective customer focused quality management system, including defining of the quality policy, measurable business performance objectives with defined targets to reviewing performance against.
-Resource Management
This section contains requirements on how human and physical resources are managed, including awareness of how personnel contribute to the achievement of the business objectives, job competencies, training, health, safety and cleanliness of the process.
-Product Realization
This section contains requirement for the effective control of the organization’s processes. It is essential the key processes are both defined and implemented.
-Measurement, Analysis and Improvement
This section contains requirements once processes are defined (Plan), it is essential they are measured (Do), analyzed (Check) and improved (Act) to ensure they are capable of meeting the customer and organization objectives.
Key difference between QS 9000 and ISO/TS 16949:2002 is the change in base line standard, from ISO9001:1994 to ISO9001:2000, and the introduction of the process approach. There is much less focus on documentation and more focus on how the system is performing in achieving customer satisfaction.

Significant changes to requirements in the ISO/TS 16949:2002 are:

  • Determination of employee competence and employee motivation and empowerment.
  • Inclusion of requirements for Process Design.
  • Enhanced Supplier Development and Supplier Monitoring requirements.
  • Enhanced Customer Satisfaction requirements.
  • Increased requirements for Internal Audits.
